NAPE
offers consulting services for cities, municipalities, residential
and communal buildings’ administrators in broadly understood energy
management. They include consultancy and preparation of:

supply scheme for cities and municipalities,

racionalization
scheme for energy management of buildings and objects (schools,
hospitals),

organization
of financing for energy saving investments (for example
Łabiszynek),

investors
attendance and preparing investment offers for “turnkey delivery”
from concept to works performance (for example
Dziekanów).
Sorting
out energy economy is most difficult in the sphere of heat energy,
where there is a great number of recipients and different possible
solutions. Improving heat energy management can be done separately in
each object, building, appliance, etc. Meaningful economic effects
can be achieved in this way. However, the best results are achieved
through comprehensive efforts in the whole city (municipality).
The
project of suppositions for a heating supply plan should include:

undertakings
concerning existing heat sources and district heating networks
exchange or modernization,
-
introducing
combined heat and power production and utilizing waste heat from
industrial installations,
-
undertakings
rationalizing energy use proposed by the building users (ex.
thermorenovation of buildings, installing meters),
-
undertakings
concerning existing heating systems exchange and modernization,
-
defining
areas where certain heat supply methods (grid, local heat sources)
will be preferred,
-
foreseen
localization of new sources for district heating networks and the
route of district heating ducts,
-
the
scope and phases of cooperation with other municipalities in
implementing common heat supply systems,
-
the
extent of renewable energy utilization (small hydroelectric power
plants, wind, biogas, solar collectors, geothermal energy, etc.) and
combined economy.
The
project should realize objectives of decreasing energy use by
particular users’ groups and eliminating heating systems that are
most harmful to the environment (ex. local coal-fired boilers) or
inefficient.
